PETALING JAYA: The formation of the Voluntary Patrol Unit (PPS) can be seen as a rebellious move to take over the power of the police, said Malay Consultative Council secretary-general Datuk Dr Hasan Mad.
He said the Penang state government has no power to set up or enact its own body that has policing power like the PPS.
