Costly complaints app no longer working

Kuala Lumpur City Hall (DBKL) is urged to explain why their mobile app KLCares has stopped working as users were unable to log into the app.

Users realised the app, which cost RM1mil to develop, stopped working for iOS (Apple) and Android phones in January and February respectively despite them creating new user accounts and resetting account passwords.

User Patrick Hoo, who is also Taman Segambut DAP branch vice chairman, said that everything worked well when the app was launched in July 2015.

"But in January, I couldn't log into my account on my iPhone.

"The app is also missing in my phone's App Store, so it is not downloadable anymore," he told a press conference at Segambut DAP Service Centre, in Bandar Manjalara, Kuala Lumpur.

He said he tried many ways to log in but was not successful.

"It also showed that the app was last updated in August 2015, one month after its launch," he added.

Checks in the Android system also showed the same where users were unable to log in, but the app was still available in the Google Play Store.

KLCares was created to handle the management of public complaints as an effort by DBKL to lower costs, energy consumption, paper usage, and reduce the hassle of queuing up at counters.

Selayang Municipal Council (MPS) councillor Yew Jia Haur said the local council had a similar mobile app, but it only cost them a one-off fee of RM27,000.

"The Aduan MPS app functions similarly as KLCares, but it is still working," said Yew, who was also in the committee in developing the app for MPS.

Segambut MP Lim Lip Eng said he has tried contacting DBKL for an explanation but did not get any.

"I have been calling for the past three days, but I was being transferred around

"Kuala Lumpur mayor Datuk Seri Mohd Amin Nordin Abd Aziz should also come out and explain why the app malfunctioned, and the hefty cost in developing it," he said.
