PETALING JAYA: Liang Teck Meng (pic) has denied breaching secrecy laws for revealing the existence of a letter by Perbadanan Bekalan Air Pulau Pinang Sdn Bhd (PBAPP) to increase water rates.

The Gerakan secretary-general said that he did not reveal the contents of the letter unlike Penang Chief Minister Lim Guan Eng who exposed the actual personal water bill of a Barisan National assemblyperson in May 2011.
